Oracle Taleo is the undisputed, aging titan of the enterprise ATS market. Acquired by Oracle in 2012, it is deeply embedded in massive Fortune 500 companies, global hotel chains, and government agencies. It is infamous among job seekers for its notoriously complex, multi-page application processes, but from an enterprise risk management perspective, Taleo is an impenetrable fortress. When a multinational bank hires an employee, they are legally bound by hundreds of different federal and local compliance laws. Taleo handles this regulatory burden flawlessly. It enforces strict data collection rules for OFCCP compliance, manages incredibly complex internal salary banding approvals, and ensures that a background check clears before an offer letter can physically be generated by the system. It does not offer the sleek, consumer-like interface of modern competitors like SmartRecruiters. Implementations can take over a year, and updating a single workflow often requires an IT ticket.
